Why can't I flash ORDER ROMS topic

I'M confused as to why I can't flash older roms.. I have a Sprint Htc one Max with the latest Stock Rom and Hboot. I have root access and Twrp recovery installed with S-On.. Whenever i go to install an older rom the recovery just reboots... Any help would be greatly appreciated!
