[Q] adb push doesn't work, stuck w/o ROM topic

I was trying to install CM12.1 CAF from stock.
unlocked the bootloader
installed TWRP [compatible for cmCAF]
and cleaned everything BUT internal storage + factory reset.
now I am trying to push the ROM file into the phone, without success.
I recognize the phone when doing: fastboot devices, but when i try to push a file i get the error:
"error: device not found"

I can't load system [it stuck on google].. any suggestions?
