I think she was working at Tacobell last week. I been trying to find this damn driver so finaly after all kinds of research and tried
and failed downloads, work arounds, ect... I contacted HTC. Here is my conversation. I thought it was rather humorous.
(a little background on myself) I am between newbee status and medium level at cell phone hacking. So I figured she would understand newbee terms and some simple terminology such as what a DRIVER is. LMFAO

The necessary driver is not with HTC Sync Manager. This seems to be a issue since I am running a Windows 8.1 64 bit system.

Normally the Sync manager must install the driver automatically.

If you mean enable USB debugging that is the FIRST thing I do with Every phone I own so that is not the issue

Yes 1. Open Settings> About> Software Information> More.2.Then tap “Build number” seven times to enable Developer options. Finally you
will see “You are now a developer!” message on the screen.3.Go back to Settings menu and now you'll be able to see “Develop er options”
there.4.Tap it and turn on USB Debugging from the menu on the next screen.

Its from what I have researched been a issue with HTC phones and 64 bit opperating systems

Thats not a process, that is the downloadable driver which allows comminucation between any electronic device and a computer, a DRIVER
