ZE500CL storage problem 12gb reserved for os! topic

Greetings, i have a problem with my zenfone 2 ze500cl, it's the 16gb version but i can only use 3,88 gb out of 16 , the other 12,2gb are reserved for os, can anyone tell me if this is normal or bug? I have already tryed to restore it in the recovery but this doesn't help.
